One small correction, Godfrey, Dmitri Rogozin was never the Russian Defence Minister. He has served as the Russian ambassador to NATO, Deputy Prime Minister of Russia and Head of Roscosmos.
Lots of people involved in reforming Russia's defense: the previous Minister of Defence, Anatoliy Serdyukov, initiated the military reform; Shoigu continues what his predecessor started plus combining all of Russian military contractor under one state-owned conglomerates; Rogozin himself helped on the aerospace sector. One could said it's a collective effort from the entirety of Russian government.
